Stealing Mechanics

Is it possible to steal 1 item, every day or 2, and not be taken away by the authorities? Or does stealing add up over your entire save? Ie. if you steal so many items, regardless of how long you wait in between stealing, you will eventually lose the game no matter what?

If I'm correct:
If you steal for first time, you may bribe or pay fine.
Second time - you get beaten up and you pay for recovering cost.
Third time - game over.
