The first "mission" is to gather information on this guy. but i can not see him anywhere, it says he is in appartment number 2 - but there is no one at home, and the time just go.

i read the same stuff you did. that's why i've redone the opening quest 4 or 5 times. yes, both search the apartment and install camera are checked off. the third step is not checked, because manishek himself never appears. hence my inability to call the ministry, though i do try to do so.

so im guessing the steps were something like this:
1) Search the apartment
2) install a camera
3) gather information on jacob

You don't need manishek to appear for any of these steps - in fact, it's the opposite: you must complete these three steps for jacob to appear.

so when you said everything was checked off, obviously everything WASN'T checked off as you just said here you're misisng the third step of gathering info on Jacob.

And like has been said several times, in order to compete the third step and gather info on him, you have to CLICK THE RED TEXT on the two items that have red text.

huh. and yet i did that. however, your statement is interesting, as i thought you had to interview him-i thought that was how one gathered info.

when i get time, ill run thru it one more time.

I think the games tutorial needs to be re-explained or- the first mission needs more clear-er steps. I sat there talking to the other guests until the mission failed cause no time- I sat there waiting for Jacob to come home- without a single clue to click the red text- I never knew to do that. It was never made clear. All I understood was- go to jacobs apartment, search it (Optionally as this isnt written down to do in objectives) and then wait for him to come home- when he doesnt come home- and I dont have an idea to click the red text of items. I just get confused as of whats happening. I had to look at this guide and Guidsmasters step-by-step explination as I had no clue what I needed to do in the first place! which is a tad ridiclous!

I searched and installed the camera and the guy never came home. I skipped the tutorials. I tried phoning the ministry and they just gave me a hard time because I hadn't submitted the profile yet, but I have nothing to profile. There was nothing to profile in the apartment when I searched the whole thing.

Game is buggy AF :/

You should click the description highlighted in red when finding objects with it. Thus it will be added as an evidence to the tenant’s profile.

Well thats not explained at all and not very intuitive either. Only found out about it because I had to DDG it and found this.

It only says "by clicking this information you put it to file".
Which is not that clear it means the exact text and not just the icon. Your choice ofc but the fact this topic (and others) is here already means enough. ;p

i think the fact that this question has been asked like 50 times on the forums tells you that it is unclear and a barrier to learning the game. if i were the dev, i'd make some effort to make it more user friendly/intuitive.

Most of you are simply refusing to listen to anyone.... Look ive followed every single step. planted the camer, searched every single object in the room. clicked on the items in red. the cards and the bottle... i go downstairs and called the ministry, which you shouldnt have to do to trigger the guy, and he still does not show up until the time is up....

ok so if we are meant to fail, then why are people passing it? unless theyre lying.... but why lie about that? so then it IS a bug.... why not fix it? we dont need 48 to follow the steps.... it can be done well before half that time. so why not fix it?

I think it's important to note that when you click on the descriptions of these items (the red text), it will cause a panel to open on the right side of your screen. It's Jacob's file and you'll see that the information was added.

I'd have to replay the game to see actually which things are needed. I think they're playing cards (he gambles), broken bottle (he's violent).

Collect the last piece of evidence (broken bottle) the same way.
Then install the camera (there's only one spot):

The quest will update in the upper left corner of the screen, telling you to call the ministry.
