I think if you attempt to flea without paying you get caught no matter what. If you play the game properly you should be able to have enough money to emmigrate.

Hm.... at my game I did not dare to touch the immigrant guy with blackmail. Maybe he betrayed you because of that? Or had you paid the feminist women? Somehow the State got their eyes on you.

Maybe the State considered you its enemy if they manage to detect acts of betrayal during the game.
