Jacob Manishek Gone??

I have played that game before and he came up, but i started a new game but Jacob never shows up and i get fired by the ministry. any ideas?

I have the same problem. I then waited until the quest expired and I was fined for failing it.

Then the tutorial continued, but I couldn't complete it because I didn't have enough money to repair the apartment.

Yes i was arrested and the game ended for me

you probably aren't experiencing any bugs. when you search his apartment, click on the red text then go use the phone and report your findings. this worked for me. the tutorial didn't say that you have to click the text iirc. idk maybe I'm wrong but i thought i had the same issue until i realized you have to click the text to log it.

Yes i know i have gotten very far in the game but still after collecting his things, he is missing

Found the same thing. He shows up after the task has failed and I cant continue.
