How am i supose to get 10000 for martha and 7500 to my son. I can't afford it. My money is running low fast. Should i do what the ministary says or should i help the neighbor??

Basically, find contraband in their apartment. Then, at your desk, instead of writing a report on them, try to blackmail the tenant. You might get $1000 out of it, but then they might refuse and you lose the evidence.

I honestly don't think you can pay for both, and trying to pay for one is almost impossible.

You could also sic the police on all your tenants and sell the stuff that's left behind.
Write reports for everyone, that gives quite a bit of cash.

Then you have various deals, tasks, blackmail and even arrest reports that will take care of the rest.
I probably just suck at this game. Btw. if i have 2 evidence, how do i write both the evidence numbers?

I believe you can only arrest someone for one thing. However, that's where blackmail comes into play. First, try to blackmail them for $1000 using one evidence, wait for them to give you the money (you get a message and money shows up in the pot on first floor), then turn them in to the police with the other evidence.

I paid for everything but the trip, and I had the money not long after the quest expired :/

One trick there is to wait as long as possible before getting the family quests. That'll give you more time to get the money.

You gotta manage your money better. Don't spend it at every opportunity, and keep profiling and blackmailing tenants/ratting them out.
And don't forget to seel evicted residents' belongings. You could also wait until certain items become illegal—they'll sell for more then.
