Make a ranged character, a Haruspex (Hunting/Dream) focused on throwing weapons should be fine. Alternatively, an Esoterist (Rune/Neidan) that dual-wields throwing weapons. With some hit-and-run-tactics, it's more than possible to progress quickly through the game. Just be prepared to mash the Health Potion key during certain parts.
Another option if to make a pet-focused build, a Soothsayer (Nature/Spirit) or even a Hermit (Nature/Neidan) if you want to use the new mastery. Sit inside your Briar Ward and support your pets while they do the heavy lifting.
Or a Contemplator (Dream/Neidan). Both Dream and Neidan have a Damage Absorbtion buff (Trance of Convalescence/Aura of Tranquility) and they stack with each other, so their survivability is good even without great gear. Contemplator is also very flexibile, so you can build them in many different ways, a melee warrior, an archer, a staff focused caster (Psionic Beam with staff demolishes enemies) or even a Pet Build with Terracotta Servants and Mastermind. Just avoid building a Damage Reflect Contemplator, you need great gear to pull that off.
And just as others said, you can always go to Act 1 on Legendary with your Legendary Hero to farm some gear, the portal there is in the first "town" area (Summer Palace). Also to act 5, but avoid that at start, the mobs there are more powerful than in Eternal Embers for some reason.
So, here it is:
Make a Legendary Hero, choose the Rogue and Neidan masteries (Disruptor class).
Choose the following skills:
Rogue Mastery:
Max Envenom Weapon and its upgrades.
Max Lay Trap and its Upgrades.
After you get a Throwing Weapon, max out Open Wound, Anatomy and Honed Blades as well.
Neidan Mastery:
Put 1 point in Huangdi's Favor and max out its upgrade Spreading Influence.
Max out Consequences, Mutual Suffering, Inner Equilibrum, Aura of Tranquility and Smoke Cloud.
Put 10 points into Terracotta Servants (so you can summon 2), 1 into Shatter and max our Forged By Fire.
The rest of the skills are up to you, the previous is the minimum you need.
Attributes:
Put 106 points in Dexterity and the rest into Strength (for gear requirements).
Tactics:
Get a bow, any bow, weapon damage doesn't really matter. Switch to a Throwing Weapon once one drops for you. Ideally, you want a Throwing Weapon with the fastest attack speed.
Turn on Envenom Weapon, Aura of Tranquility (and Honed Blades, if you have a Throwing Weapon).
Summon your Terracotta Servants.
Auto-attack at range with Huangdi's Favor. It deals its damage in an AoE area with Spreading Influence, thus spreading your DOT from Envenom Weapon to the whole group of enemies.
Consequences reduces the resistance of enemies affected by your attacks. Hunangdi's favor spreads this in an AoE alongside your DOTs, meaning even more damage.
One of the upgrades from Envenom Weapon adds Confusion and Fumble Attacks chance, increasing your survivability. Huangdi's Favor also has a chance for Petrification, stunning enemies.
Run around, attack as many enemies as possible and watch them get destroyed by your DOTs from Envenom Weapon.
Inner Equilibrum increases your total speed by a great amount, allowing you to outrun enemies.
Your Terracotta Servants serve to distract enemies and deal elemental AoE damage with Forged By Fire.
Drink an Energy Potion when you are about to run out of Energy.
Use Smoke Cloud on groups of pursuing enemies to immobilize them.
Additional Notes:
Against undead and especially ghosts, this build won't be as effective, but pets help in this situation. Your Terracotta Servants with Forged By Fire will deal elemental damage to anything around them. And you can have 2, so double that.
Gear that buffs your attacks with elemental damage will also be useful.
What will also be great against the undead is gear that buffs your pets with additional elemental damage. With that gear, the Lay Trap skill can be used to clear undead and ghosts somewhat efficiently.
You can have only a ranged weapon equipped and still progress through the game and get decent gear.
On the positive side, Eternal Embers was very fun to play, and playing through acts 1-5 on legendary allowed me to have decent gear to face the DLC.
