For me personally, I love EE because it gives more Legendary content as I love end-game stuff and harder content (but seems like a bit of players of this game like to not play Legendary that much).
Atlantis adds a small optional act (kind of act 4.5, small, boring quests), an arena type dungeon (I've never done it through, return isn't good enough for time investment from the sounds of it), a gambler (acts as a gold sink, can be a good way to get extra early Act legendaries, doesn't drop higher act legendaries through I think) and increases mastery levels from 32 to 40 and adds two new skills for each mastery at lvl 40 (by far the best my favourite part of Atlantis, extra mastery levels help pad out your build with some more stats and health, nice for hybrids; the new skills range are a mixed bag, some are new skills that provide some extra utility, etc. or others synergy that help improve other skills - not game breaking if you don't have them but nice to have access to them)
Eternal Embers adds a new legendary exclusive post game (Act 6+) and a new mastery (Neidan).
The base AE game is still good so it's not like you will suffer if you don't have all the DLCs but the Ragnarok DLC is a very good pickup imo, so I'd recommend getting it. Atlantis isn't quite as good imo but if you can get it on sale you want to pick it up then. Eternal Embers isn't really required unless you want new legendary content.
