Do they expand the game with additional acts?Or are they separate?Are they worth buying?

Yes, they expand the game and areas. It all depends on what they give which you can read on the store pages, but EE is only legendary content.

TQ AE base game is pretty good standalone. Main issue with not getting DLC is that Ragnarok exclusive items still appear in game (mostly throwing weapons, some other epics/legendaries might appear in Epic/Legendary act 1), just can't be purchased or picked up.

Ragnarok:
- Adds a large new fifth act
- Throwing weapons; great new addition, they are shorter ranged than bows but faster attack, can be played as 1h + shield or dual wielded
- A new mastery - Rune (plays like a mage/knight type build, being able to reduce Str requirement, a great spammable attack that scales damage and intelligence, has dual wielding and is the best mastery for dual wielded throwers)
- A one time quest chain to 'upgrade' rares/legendaries (technically it rerolls item + adds random pre/suffix)
- Assorted new DLC exclusive loot (generally pretty strong)
- Adds an 'Accomplished' character option when generating new characters, starts the character off a Act 5 normal, level 40; great for speeding characters to Legendary (where the game really begins lol)

Atlantis:
- Adds an optional act 4.5. Accessible from starting town of Act 4 and 5. Not very long and quests don't really add good rewards outside of exp.
- Increases mastery bar from 32 to 40 (more points in mastery = more stats) and adds two new skills to each mastery. Some of the skills are terrific, some are useful but niche and others are pretty meh.
- A gambler gold sink (pay gold for orb that drop loots)
- An arena type system (Tartarus) - it sucks, I don't bother with it, too slow to be worth farming.
- Some good DLC exclusive monster infrequents and fixes like Tinkerer (allows a second charm/relic to be applied to item)

Eternal Embers:
- The latest DLC, adds a new 6th act that is exclusive to Legendary. Not accessible in normal/Epic difficulty
- New mastery Neidan (haven't played too much of it, seems to be heavily support based)
- Adds new Legendary creation option. I believe it starts the character off at start of EE with high level char (haven't tried it, starting gear sounds kind of mediocre so you'd probably want to have another character feeding loot to it via the shared stash)


Ragnarok is worth while getting imo, adds some pretty good value to game.
Atlantis is nice to have but not required, maybe wait for a sale.
EE I guess not required unless you want more content for your Legendary characters.
