No. AE was a remaster/rebalance of the original Titan Quest and joined the base game (Act 1-3) and the original expansion (Act 4) into single release. It was released as part of the 10th anniversary of the original release. The DLCs (Ragnarok / Atlantis / Eternal Embers) were released after the remaster and are separate releases (so TQ has got quite a bit of love considering how old it is now)

No, TQAE is just an anniversary edition that does come with the expansion IT from the original game (comes with some changes, etc) but you need to purchase all DLCs.
