Report a translation problem
If the charm or relic is not complete you can keep inserting that same one into the item it's already in until you have a completed charm/relic.
Cannot add to purple/blue items.
If the item can take the relic / charm the box will turn green. If not it'll be red.
If blue weapons can not be upgraded like that it should tell instead rather than putting it on another weapon just because it's equipped on the offhand.
It's not a bug. Uniques (blue/purple items) can't be socketed. That's always been the case. Since it was for a weapon then the game will automatically put it on one that it's possible to do.
Thats imho a bug. I want to put it on the weapon I klick on not on another. So it should tell if you want to put it on a blue weapon that you cant rather than just choosing the next best thing causing 70k costs to remove it from a weapon that cost 4k.

That's where dragging it over to the weapon is the better way to go as it gives you complete control over where the relic will end up.
