I can question back:
That’s the point, the difficulty doesn’t really matter, it is easy content and I think it’s pointless to add it in normal or epic. Atlantis is a endgame dlc, I played it first time when I reached legendary and I missed nothing there on other difficulties. So why bother?
Mostly agree, I personally don't understand all the whining, this game is not that hard, play POE if you want to die all the time to BS.
Initially I thought they are being lazy, only balancing and adding the new stuff on one difficulty but... Those new maps are really HUGE. Worth the price only for the exploration.
And if EE was enabled on Normal and Epic (and it is mandatory and huge unlike Atlantis) it probably became a torture to complete full Normal and go to a more interesting difficulty level for people who like completing full game but aren`t very enjoyed on lower difficulty levels (I definitely know couple of them). This point is the most controversial and uncertain, I understand.
This. You could still have all that (including option for boosted start), and still have a normal difficulty mode option available for players that don't play legendary.
No one's saying legendary players should have to play through normal and epic again to get to legendary on new chars.

I have to wait for sale also. I have a level 19 storm/nature that might be legendary by winter sale.

The point is: I choose to do so. Others do, too. Nobody is talking about superiority.
Personally, I think the decision to restrict the DLC to legendary difficulty is one of most stupid decisions by a game developer I have ever seen in 30+ years of gaming. You annoy part of the player base who did not realize this (granted, reading the details would help) and from a business perspective you earn less money because some players might not buy the DLC because of this. Really strange...
Casual players means : do not have the knowledge to create build strong enough to fit the legendary difficulty - meaning also "casual" so not spending hundreds of hours into this game. But casual community (for every games) is the main financial ressource (even though "legendary players" are the one who keeps the game alive in term of gameplayhours.
Also "end game content" means end of the story content (from normal mode) epic and legendary are already the end game content. So adding new epic loot for these modes ok why not but story part should be at first in normal mode to allow everyone access it.
Finally from a writing point of vue it's very weird to have a story "different" after 3 difficulty level when it's not involving a plot which fits with some sort of time/world alteration that could justify the thing.
So it's nice that the dev think about the legendary players but i really think that the reward should be "optionnal equipment, feats, pets, cosmetics or whatever but the story"
and +1 for the weird commercial move here.
Edit : Some of my viewers said clearly that they won't buy the dlc even if they love TQ because they don't have the time and will to tryhard the legendary mode for it. they will if the thing is patched though.
Why is everything ALWAYS related to money? Dont you people always complain how YOU pay to much? Now for once a company loses out on money and it is a big deal for you? Doesnt make much sense. You people have to understand that this is an ENDGAME targeted DLC, nothing else. If they would add it to epic and normal cuz people cry about it, than they would also have to rebalance the whole game because of that.
The real problem is that getting to the end of Legendary takes like 50-80 hours. However, this is precisely why people don't want the DLC to be in Normal and Epic. If you add it to those difficulty levels, that 50-80 hours becomes 80-120 hours.
