Also, rarity isn't everything, neither is the listed level.
You really have to look at each item's stats.
Some blues and legendary items might suit but you will find a lot whose affixes bear no resemblance to how you want to build.
Green/ M.I you still need to find what suits your build best, but 1 they can be socketed (re-socketed if needed) and 2 a lot easier upgraded, an example is with a "Berserker" style Stonespeaker for the body I would be looking for "veteran" affixes which give "avoid" and "physical" resistance which goes great with "heat shields" 15% physical resistance. Along the way you can find better "veteran" gear with higher armour rating and/or better affixes.
This makes sticking to a build idea easier.
At the moment one toon(jugernaut level 36) is wearing Greaves of Pegasus which also give 15% movement and 20% elemental resistance, this is an upgrade from the pair before which had a lower armour rating and 15% elemental resistance.
How about + skills you are wandering.
Well "hallowed" helms give +1 and all the vitality resistance you need to begin with, in normal/ epic "farm" (hate farming) for "crystal of erebus" +1 skills to Helm, in Legendary +2 skills.
Whites are only good for first few levels and yellows become vendor trash pretty soon as well.
From a practical standpoint, this depends on the items in question. The best equipment is the one that provides the most benefit. A monster infrequent / green with good fixes + charm / relic can be better than a Purple or Blue. Green weapons with good fixes with a charm / relic are often much better for leveling. Don't rank just by colour but item usuablility.
