Re. gane mechanics, you eventually might like this cheat sheet, also on Steam. It's not entirely up to date, esp. re. the figures, but the basic mechanics are still valid.

I totally recommend the already mentioned The Line of Epic Heroes. He's still active on YT and Twitch and perhaps is the only one who is still doing actual guides.

He hasn't been active on TQ for 2 years. But he has posted 46 build guides over 9 years. He at least goes in depth on why he is using certain skills and often gives alternative options.
The problem your going to have finding information is that its really all over the place. Most of it was on an old now defunct forum. However that information is out of date since the Anniversary Edition added 2 expansions worth of new gear, a new mastery and new skills. It also changed some of the game systems.

Holding a grudge I guess?? Resentment? Whatever.
Those are tried and tested, in fact shown in video endgame builds. Those are something you could aim for, I would take quite some time for some items, but you could build towards it.
The fact is, we don't have good guides for beginners, the thing I think it could help beginners to get a grasp on how to get though are Clex Plays old act X guide videos on Youtube.
I can explain with the example of one of the "theme build". Sabertooth build, i don’t remember in detail, but it’s not necessary.
Ok we have a theme. What we could do with it? We have fast attack weapon with low flat damage and low pierce ratio. Best way to use it will be flat from items/masteries scaling. What is the best way to do it? Runes for elemental damage. Warfare for phys damage. Nonweapon pierce has worst scaling in the game, we can't find it on skills, there are very few items with it.
What damage prefer our master of the builds? Ofc pierce.
Ok, it was awfull choise, but what we can do with masteries? Hunting will be must have! Tones of % pierce and RR, other is not really a big point.
What masteries do we choose? Ofc rogue and warfare, what, why? Because.
Ok, ok, this is bag of ♥♥♥♥, but we can somehow impove our dps, yes? Ofc, we need maximum number of items that increase flat pierce and %pierce. We need 3 or 4 Set's Betrayal with flat pierce bonuses etc.
What items do we wear? Philip's set! We have no damage, no ratio weapon, and we're wearing philip's set, lol.
In conclusion, in this "build" all decisions were the worst possible, it was either an absolute randomness without a single idea, or a goal-oriented decision to make the trash build.

Okay, joking aside, Line of Epic Heroes seems to be very passionate about the game and provides a lot of commentary. His builds are much more theme focused and not min/maxed through. Nothing wrong with making 'unique' builds, it does help keep the game fresh after a while but for beginner's you might want to go with more optimized approaches.

If you have an idea of what you want to do, start by googling the class, read recent-ish (at least post AE) posts about it; you'll have good info and discussions on pretty much everything either here, on reddit, or on titanquestfans. Watch a few videos, if only to give you an idea of how the class can actually play.
Then come back here and ask questions. There are a lot of very helpful and very knowledgeable people here, so the more you'll ask, the more you'll learn.
