Report a translation problem
Well, I played it on normal and the unarmored took only 1 bullet on the head
Then I played on hard, the first armored with helmet took 2 bullet on the head
I have no idea how you are playing, but don't shoot at the chest ;)
Learn to read and understand what you have then read. There is a difference between a game being hard and the enemies being bullet sponges. I don't find games such as this hard, but rather annoying.
I just finished the game on hard. And compared to the normal playthrough I noticed no difference how many bullets and enemy takes to die. But I myself took way less bullets until death. All enemies without helmets took only 1 bullet out of my pistol, with helmets I needed 2 bullets (not counting all those heavy)
Huge difference with all the heavies, those where you must shoot special parts (on the back). They took way more bullets on hard than on normal. But I don't see that as a problem.
Go hard or go HOME! If you think you are having problem now try the final boss fight in ACT 5 part 3.
Just did test it for myself on Hard. One shot to the head took down the unarmored, two/three (Not sure whether I missed the head or got 'em in a tougher part) on the helmets.
