It's an issue on gamedetails, not necessarily human cheating.
Also, this is TDM. Capture the flag with him in the corner would be a lot worse.
"Using a shield properly"? Um, no, it's really not. He was completely phased into it, with zero of his hitbox visible at times, and he was able to see outwards with no obstructions whatsoever. Like my teammates were saying, he basically had godmode on as long as he held it up correctly. I'm pretty sure that the intended use of the shield was to hold it in front of you (like a shield), and not to put your entire hitbox inside of it while being able to see through it yourself.
CTF would have been a bit worse, yeah, but this tiny guy that is often difficult to spot and usually impossible to hit zipping around the map is pretty dang bad. If being a tiny, nearly invincible target that can shoot normally isn't cheating, then I'm not sure what is.
Yeah, normally being phased into stuff keeps you from shooting (as it should), but the barrel is an exception. I actually had a much better score than the guy (he wasn't very good when he didn't have the barrel, and he was probably spending a lot of time getting shot while looking for it), and could usually get close and sneak a shot on one of the stupidly tiny bits of hitbox sticking out, but that still usually resulted in a trade-kill. Teammates who hadn't sunk as many hours into Rec Room were honestly demolished by the cheesy tactic, though.
We have a fix for this coming with the upcoming update.
Actual (tiny) shields would be cool, though!
