Okay, let's try a clean reinstall:

1) Restart your PC to make sure all files are released (by SteamVR, etc.)
2) Uninstall Rec Room (Right click on Rec Room -> Uninstall...)
3) Go to the install directory (C:\Program Files (x86)\Steam\steamapps\common\RecRoom) and make sure it's completely empty. Force delete any files remaining in there.
4) Reinstall the game.

Let us know if this works.

unninstalled all traces of recroom, ran Ccleaner, restareted, redownloaded, and its stuck on updating. when i try to update i get an arror that says content file locked. also my controllers are not working now either so theres that lol thanks anyway

That's strange. This is usually caused by an update that went wrong and has kept the file locked so it can't be overwritten by the new version. Does it give you any message when you check for the integrity of the files of the game? (Right click on Rec Room -> Properties -> Local files -> Check integrity of game files). You may have a corruption in your file system or on your hard drive. Could you run a hard drive diagnostic?
Im now having the exact same problem
After the latest update, it worked fine the first time, but the game crashed when I got past the loading screen. At that point it said there was a 7mb update, so I tried to install it.
It just stopped instantly and said Content File Locked.
Now, every time I uninstall and reinstall the game, I'm getting the exact same problem.
Completely updated drivers, no problems with SteamVR, so I don't know what's happening.

Is it possible that you have an antivirus or malware detector that might be flagging that file as malicious and locking it? If so, you can try disabling your antivirus while updating Rec Room. Some other things you could try.

1) Manually deleting the file that's supposedly locked then right clicking on Rec Room in Steam and going to Properties -> Local files -> Check integrity of game files. It should download that file again and then you should be able to complete the update.

2) I've not tried this personally, but it could work. Open a command prompt with administrator privileges and type in the command "netsh winsock reset" (without quotes), then press enter twice and restart your PC.

Let us know if any of these work.
