"Power Underwhelming" missing valve?

Hey! I've been lookin for this damn valve for like 15 minutes now and I'm none the wiser. I've been using my eye like a madman looking for it, but no luck. Any idea where on earth it is?

If I remember right this is the quest where you want to use water to turn a wheel instead of a ghoul, yeah? If so, jump back up on the cliff where the two valves are and look below with Sense Mode. You should see a lootable mound or a haystack there, the valve is inside it.
