Permenantly Alerted

I got a spotted and had to run in an out of bounds area. Managed to get away but now no matter what every guard chases me on sight even in areas that arent off limits. I have tried waiting it out and changing outfits but they seem to magically know who I am. I can't get to any of the traders or do anything really without being chased by every prison guard I come across. Is this really how the game is supposed to be? Or is this a bug?

Can you remember when you noticed everyone is hostile? Were you doing anything specific?

EDIT: buk1962 is correct that is where I found my save files.

So I have an update. I continued playing the game and instead of using quicksaves I started saving manually to see if that would reset guard spawns in the world. Eventually after doing this the guards lost interest and people have stopped chasing me around. It seems like when I use quicksaves it resets the alert timer on guards. Can't say for sure but they seem to be working as intended now.

Uh, i ran into the same issue. I have practically 80% of the guards who are on constant alert against me even when i am not in forbidden zones.

I managed to assassinate and kill a part of them, but the game is truly not a slugfest kill'em all thing, so i find it extremely hard to progress with the guard so constantly out for my blood.

I'll try. So, load the game with the guards on constant alert, create a manual save, close the game, reopen the game, load the manual save?
