Which missions should i prioritize?

Ok so i have

- Mission control repeatable missions
- Mission control story missions
- Suggestion missions
- Shooter Street missions

And they all seem to be in parallel

Does order matter? Im also kinda uncertain about overleveling, Is it a thing? Are story missions fixed level or scale with the party? Thanks.

nvm, i found the "cap level" option and just tried all the missions out. I thought the suggestion mission was time sensitive but apparently not heh.
