Simultaneous local+online multiplayer?
Can this game do local multiplayer and online multiplayer simultaneously?

Meaning: 2 people playing on 1 PC and 2 others playing over the internet on a second PC. Or 2 and 1 and 1 on 3 PCs. Or 3 and 1 on 2 PCs.

Absolutely! You can mix and match any number of players on any number of PCs (or PS4s).
