This order is based on having team mates and playing on PvE so results may vary in other situations.
Scout Building
Scout x 2
Scout Everything because it gives you lore and you need to unlock some lore asap.
Build a house after claiming land
Build Military if there's wolves and you can get rid of the building once you're done since you'll get Merc defence later
Use lore stones if possible
Build wood lodge (Assign 2)
Another house and Tile (3 by now) once population gets close
Build dock (Assign 2)
At this point we're scouting everything and should have Journeymen lore (read below for lore order)
Get Jords Blessing
Build forge to get Relic (feast for relic if possible)
Upgrade scouts and scout enemy territory
Upgrade dock
Choose Oversight for defence
Build Lighthouse
Raid Constantly and slowly work towards eco and army then it's easy game from there.
LORE TREE ORDER:
- [Sharp Axes]
- Rangers
- Journeymen
- [Mining Efficiency]
- Exotic Goods
- [Gear Upgrade] - > Jords Blessing (helps build relic)
Then users choice onwards
Other tips:
- By the end of this process you should have 6 mercenary raiders and a giant in each raid, make sure after upgrading your dock and adding a lighthouse that you add all the villagers
- You can speed up resource management by taking shipwrecks but this will slow down lore gained from scouting
- You should place towers on the furthest side away from borders so if you get attacked your tower will get more time to attack before being reached
- After some time you will no longer need to worry about resources if you do constant raids, so you can build a very big army eventually
- Give your enemies hell, keep killing their villagers so they suffer from losses while you keep gaining
- When you can you should add trading buildings to keep the money flowing for raids, upgrade when possible
- If you're getting low on resources you can still raid empty tiles for food/wood to make ends meet (sometimes early on I might leave an adjacent food tile empty so I can raid it for 40 gold constantly)
- During end game you can cooperative plan to attack enemy coasts to minimise military production while pushing with foot soldiers from the other side... it's quite powerful
- In co-op mode I like to make a fodder army of warriors or shield Barrers so the teammate with upgraded attack can use axe throwers because the Raven gold is so rich and happy you can easily keep buying new military (you could also just buy loads of Mercs from the oversight ability too)
Be careful when you consume too much food before having viable raids, if a blizzard comes up you will be set back big time

i was also trundling around, and because i didnt know if my tactic is strong and the game bad, or my play weak and the game on right spot, i took up frederick the great, and project into game with his strategy.
the result:
(frederick using LOTS of maneuvrtes and actful behavior to sloooow opponents, thats why he can do against rus, austrians, french and sweden at the same time with very minor army. so maneuvres are strong, because you outnumber big army in many 1:1 fights, where the bigger quality of troops count in.)
BUT
maneuvre tactics are barely controlable in ng, need more interaction, more synchron and less sturdy in ecxecution.
- only picking off warchief is often a autoloss for a clan. its more like a manhunt counterstrike with umbrella citybuilder for flavour, while eagle rush or giant rush are the actual threat.
in order to play the game good, you MUST break with official military lore and rightenous warfare.
in order for those gimmicks exclude rightenous methods, the problem of lies come up, as a price for winning a matchup.
so winning the game means loosing a larger price than what you win, because the actual "big long term goal" becoming a master of strategy, is being contradicting by principal the game design.
this is a neutral research from me, and the most valuable answer in how to play.
