How can I capture an enemy clan?

My scout doesn't want to explore all the areas of the enemy clan. I can't attack him, but the enemy clan can attack me. Whats wrong?

You need to upgrade your scouting camp to be able to explore the enemy clan's territory.

Are you freaking kidding me? I've been trying to figure that out for the last four or five games. They should have made that VERY CLEAR not a small sidenote on the scout camp. Once I explored at the beginning of the game I usually just demolished my scout camp so how was I supposed to know you needed to spend precious stone on them? Grrr!!!
