So maybe you could try not to attacking them too soon and let them develop?
When I tried keeping my distance from them (so they wouldn't attack me) and directly traded them all the raw materials they needed, I was finally able to prompt the Boar Clan to make their silly giant pig relic around the year 807.... and I got the Overcooked cheevo.
The 7 Wonders cheevo was a bit more difficult.... but I managed it in the end in a 4vs4 Hard difficulty match. And even then 2 of the clans got wiped out early so I nearly failed.... except I managed to Mimirsbrunn the tech that let me craft a 2nd relic, so I got the cheevo that way. Still, it took me 3 separate tries to actually get them to craft the relics.
