Then I tried it with Runestones / Circles monks only (no Sword of Odin)
Still haven't gotten it.
Next is to try Runestones only (no Circles / Sword of Odin).
If that doesn't work, then I will try Settlers only for lore generation (which sounds like it'll take forever honestly)
I've done 3 games now. For each game, I've restricted myself more and in terms of what kind of buildings I appoint my monks to and what my faith income comes from.
The first game: I played solo and only appointed monks to a Runestone, a circle of stones and then an ancient graveyard. Won by Wisdom/Faith victory (weird that the achievement states lore victory, but okey), but didn't get the Cultural assimilation achievement. Weird, considering I didn't build assign any monks to any monastery (or it's upgrades), but whatever. I thought the ancient graveyard might be the cause since it's "a graveyard left by the ancients", meaning it might be a "Viking artifact" (like the achievement demands you to use), since it might've been made by someone or something pre-Vikings.
Second game: I played 2v2 (in order to get "You're Welcome") and just did the same but avoided assigning any monks to the ancient graveyard. However, I was getting the Feast bonus from my ally + I was assigning more monks to Runestones and circle of stones since I had gotten the hang of the Domanial Fort. After getting Wisdom Victory again, no Cultural Assimilation achievement to be found.
Third game: (Solo game) I wasn't going to even colonize zones that gave me faith like the Ceremonial Bonfire tile, any circle of stones, Mimirsbrunn etc. except for a single Runestone. Built no Fort on the Runestone's tile or any Monastery. I couldn't find any definition on what "Viking artifact" is in the Northgard wiki, but surely the runestone has to be classified as a "Viking artifact", considering it's the Runestone that's being used as the achievement's icon, but no. No achievement was gained from that game. At this moment, the achievement isn't obtainable, as far as I can see. My only Faith incomes during this game was from Population, Monks, Subjects and Ruins. If the source of your faith income is what's denying us from obtaining the achievement, and not based on where we assign our monks, then the ruins have to be the problem, considering the fact that we can't remove Population nor Subject faith income. OR... The achievement is bugged/not released in the game, just steam. The latter being the case for an earlier released achievement (can't remember its name, it was fixed a few days after its release).

All of their updates are notoriously buggy.
Had 22 monks working on the runestones and only got faith from the monks and population. No achievement.
Buggy as heck.
