It is written that the achievement can be obtained during the winter holidays. Already, as it were, the winter holidays, but I did not see (or missed) messages from the developers that the event had started.
So the question is now, can I go to get achievements or not yet, since the developers have not announced the event?

Play any game on the permafrost map. Villagers will build snowmen and you'll get the achievement.

I know how the achievement works, I can read. There you need not just to play on the map, but to play on the map during a special event. I previously played on this map (in the summer) - I did not receive the achievement.

You have to let one or two of your villagers be idle long enough for them to complete building a snowman. One of my friends got it a few days ago, so it was working recently, at least.

I tried it in the summer, it didn’t work according to this method. I’ll try it now.

And it really worked. I got the achievement. Apparently, the developers turned on the event in December without an announcement.

There's an announcement on the main screen of the game, that's been there for over a month.

Well, I looked through the Steam activity since the last Halloween event. They wrote about it in the activity, but not about this one.
But anyway, I got the achievement, the issue is closed. Thank you for your assistance.
