Clarification about Hlidskjalf - The Stag Clan Relic

Can someone explain this relic to me? After placing it, it doesn't seem to be able to work. The Annexation icon shows up in the Warchief's menu, but it always stays Passive and clicking it does nothing. Is there some sort of caveat, like does it only work on territories owned by other clans?

I just tried it for the first time in Conquest. Killed wolves with the Warchief, left the Warchief in the area, and was not able to colonize for free in any way. I read on another forum that you colonize with food, then get the food back immediately after the territory is colonized, but that turned out to be false.

I haven't actually tried the Stag Relic but from what I remember it says "when decolonizing an area colonize it for free" or something along those lines and if its that it would mean only when you decolonize an enemy area would it work, because you do not actually decolonize neutral areas you can only colonize them.

This is correct - it will only colonize enemy clan territory and I believe you have to keep your warchief on the tile for it to complete.

word of advice when using this relic (presumption being that you are seeking a fame victory): Try to drive into the heart of an opponents territory first cutting off outlying territories. Once you break the back of an opponents army or they retreat, send a minimal force to the aforementioned outliers and start decolonizing them while you decolonize the first territory with the bulk of your forces. Move your warchief amongst the tiles as each decolonizes to claim them all.

I didn't even know that I needed to build this before it would activate... I assumed it worked on any tile that was liberated. Now I'm stuck without enough food to colonize newer tiles. All the food tiles I have all have completely upgraded silos, so I can't get any more stored food...

The Hlidskjalf Relic will convert your military units to elite Einherjars.
Just select your troop and send them to the relic.
