I encountered this same issue. After trial and error, the only solution that I found was to uninstall, reboot, reinstall, reboot, play. Make sure not to run the game immediately after installing. You MUST reboot first or the error will continue to occur. In my case, I can also only run it in OpenGL. DirectX starts and then immediately terminates. I hope this is helpful.

Also have same issue. However I installed game a few days ago and it played ok. Folowing recent W10 update it is now broken. Coincidence? BTW running W10 Pro version 1809 build 177623.253 on I7, 16 gig Radeon RX480.
