Personally, I would do their quest lines,and then decide what to do later.
I'm playing the lawful character (lol) and I keep the vows and promises and just can't submit to some undead king nuh-uh. Even tho that 4k of coins was supposed to be the Harlot budget...
And I usually don't do genocides like this in rpg games but this situation in Planescape reminds me that one from Fallout 2, where you get to the Vault City . I just could not stand them and that First Citizen Lynett was just the final straw. I might not be able to pass their Citizenship tests ...but... I can shoot two times in a round and I have lots of ammo to my trusty Combat Shotgun... they should've just let me use their computer lol ...they had it coming .
Talk to the priest and do favors for him to earn his trust. Then he will speak to the Silent King on your behalf and let you go.
