Or it might have been if you are currently a fighter, talk to thief girl and she can train you up in thief skill levels or allow you to change class to thief. Then, you could talk to Dakkon and be either trained up with a weapon skill or to change class. There are 3 or 4 mage trainers starting with the old woman(was her name mabel?) in the trash heap part of city.
I am not sure if you actually need to be a fighter to get Dak to train up your weapon skills or if you can be any class.
