Shouldn't I have a way to give this to Ecco?

She can't speak and this item "restores speech, even if they're was none to begin with" so I thought it would've been perfect for her but there's no dialogue options for it?

That other item isn't necessary to have before you give her the tongue. (It's best to have it on hand, but not required.) What you will need to do is figure out that she does need the tongue, and why. If all you know is that she doesn't speak, she could have just taken a vow of silence. You've got to learn enough about her backstory to know the tongue is necessary, and wanted.
