I was a memeber, then joined another faction.
If you have already been a member this playthrough and joined another faction afterwards you can't join again I think.

When you willingly joined them and then consciously turned your back on them to join a different group then you do not want to join but re-join them and why would they want you back? You did just prove that you have no loyalty towards their group or their dogma.
The Sensates are interesting as the pre-requisites are not available in the form of quests but you'd have to acquire information on the faction (and that you were a member of it). Then Splinter can be convinced you were a member and you have to share an experience with him. Storing it allows you to join.
