Fell's Tattoos - no arm discussion

I'm with Fell with Morte, Dak'kon and Annah. Have my arm. No dialogue option for asking him about the arm. Can't progress in finding out about previous companions. Also, no tattoos for sale.

Are you sure that you have the correct arm? You find more than 1 arm (e.g. one from a zombie that may be used as a club)

Sorry to bump and OLD thread but I just wanted to post that I ran into this issue and was able to solve this if anybody on Google hits this. I had the same issue. It looks like Fell will only do this if you have already asked him to show you his wares which I something I thought I did but I guess I didn't.

So, If you have this issue talk to Fell and do "I have some questions for you / have somebody translate -> What is this place? - > Can I see what tattoos you have?" then close the shop (or buy stuff... whatever)

Then you should be able to do "I have questions for you / translate -> Did you do the tattoos on this dismembered arm I found?"

Obviously make sure you have "Severed Arm (Yours)" in your inventory. It doesn't have to be equipped.
