Try to verify your game files or run the game as admin.
The gane could be block by a antivirus or firewall you use.
Mabey you use to much start up programs or a program that create a conflict with the game.
Mabey your hadware or drivers don't support with this game.
Mabey the program files of this game cause the issue and mabey need still some patches to work on the system your use.
Or even the key register of this game is missing ?
It can be many things only a real tech support can answer this for you.

Basic steps to try:
Make sure your drivers are up to date.
Verify integrity of game files
Shut down and restart Steam
Shut down and restart computer
Try running game from executable instead of Steam.
There is rare glitch that sometimes happens during installation and causes 3rd party libraries (directx, xna, dotnet etc.) that game requires not to install during installation process though game usually complains about them missing rather than silently closing when you try to run it afterwards.
There has been no sound whatsoever and I checked the sound settings in game.
What dll was it missing? Sounds like 3rd party libraries did not install correctly (the rare installation glitch I was talking about above). In that case you have to (re)install them manually.
From Steam, select 'library' then 'installed', right click planescape torment enchanted edition then 'properties' from drop down menu, go to local files tab and select 'browse local files'. This should take you to games installation folder. There should be folder called '_CommonRedist'. Manually run all the redistributables there. Just to be sure right click the installers and select 'run as administrator'.
You are probably missing OpenAL (iirc other enhanced editions use it so this one probably does as well and OpenAL is support library for sound) but you should run them all to make sure you have all the required libraties installed.
But if it doesn't help you, hard to tell what is exactly the problem. The best option would be to contact our support at support@beamdog.com.

In order to better assist you could you please provide the details of your computer as detailed as possible.
In the meantime, here are a few things you can try:
1) Reboot the computer.
2) Reinstall OpenAL in case it did not install correctly. You can download it below.
3) Make sure all the drivers for all of your hardware are up to date (this may mean visiting your graphics card's manufacturer's website).
4) Uninstall and reinstall the game (back up your saves first).
*Use oalinst if you have a standard sound card, Open_AL if you have an upgraded sound card.
