Report a translation problem
It seems like it would be worthwhile to perform an additional check after next at is triggered on universes to verify that no zero values exist between them and shadow clones before settling on creating shadow clones. Or maybe an inhernet next at value could be placed on clones based on the current clone count and the "create clones if not maxed" setting.
It still seems to me like the desired behaviour in the situation I described is to create weather rather than clones. Unless, of course, I'm missing something.
And the only thing that may change is: Number of Gods Killed and Skipping Creation with -1.
