Please check if the following makes the game work correctly:
Go to System preferences > Security & Privacy > Privacy > Full Disk Access
and enable full disk access for the game.

This is an example based on Avast. But instead of Avast, replace it with the Siberia executable file.
Syberia 1/2
You can actually play Siberia 1 & 2 on Big Sur, and even Apple Silicon Macs, using The Porting Kit. Just Google "The Porting Kit” and you'll find it.
The Best solution for everyone to run Syberia 1 and 2, including Windows, Linux users is to use the development version of SCUMMVM (2.8.0) to play the game:
