For what I know yes, it does. Dgvoodoo makes wonders on the graphics side with old games. It's a matter of testing and trying until you find the settings that suits you.

I don't own that game but just installed the demo and tried it a little, it just runs in fullscreen in my pc and worked flawlessly without having to config nothing nor using dgvoodoo. Even if I put dgvoodoo files into the game directory it worked well too, so I don't why you are having problems.

Happened to me too.
Actually, I do. In the DirectX menu you need to switch the texture filtering from "Force anisotropic" to "App driven". I had the same problem and it helped.
I mean the DirectX tab in the dgVoodoo control panel.

When you write DirectX menu, do you mean the NVIDIA control menu?
I did switch that to app driven, but no difference, lines are still there. (Syberia 2)
Funny, I tried the app driven option, but it didnt work until I set my resolution lower (I had it on 1080). I did notice the text in the dialogue topics isnt so clear now, not sure if there are any other downgrades?
