Second, any job that requires a skill, put a filter on that building to only allow educated personnel.
Lastly, remember in the back of your head the order of wants for colonists.
Wants by colonists in order or precedence.
1. If Homeless, priority is find a home. Jobs will not be sought.
2. If has a home, look for a job in the same dome, or a passage attached dome.
3. No job in nearby dome? Look for a job in a far dome, if they can reach it by foot or by shuttle.
4. If Found a job in far away dome they can reach, does it have a home in that dome? No then stay put and be jobless, yes, then first try and secure the home.
If during the time it takes to move to the other dome, the colonist cannot get a reservation for the home, the colonist attempts to go back. Which may result in homelessness and joblessness.
Best thing you can do is have 10-20% more free open homes in each dome per job slot, and make a "Retirement" dome that attracts the seniors so the homes in job domes do not stay inhabited by jobless retiree's. Add a filter to reject Seniors to job domes.
Second best thing? Have an Incubator "Child" dome, that takes all the kids and puts them into one or more domes until they can work, plus controls your population growth rate by the number of nurseries you build in it.

University slots are not jobs and workers don't seek those slots for work purposes (even though the mechanics are the same internally). It acts more like a service building in this regard so you wont get them to move for University.
Take a look at this guide I made about how training colonists work. It belongs to the corresponding mod, but the information contained is a good read. Plus if you decide to use the NASA Ed mod you can do things like re-educate colonists that you no longer have a use for.
