UI layering - subtitles over notifications

I'm playing on the Steam deck so the resolution is relatively small. When subtitles are on and I open a notification, the subtitles are layered over the notification box, often making it unreadable. I need to leave the notification, wait for the narrators to stop talking, and then go back in to read it.

Ideally the notification box should layer over the subtitles, especially since the speech is paused when opening them.
