clearing the way for the mob guy

I'm outside Louie's and i cant figure out how to keep the parking space at 3:30 clear. i cant remember the name of the day but i have to tag the purple John doe guy. I cleared out the prostitute, arrested one dealer, chased two away, and the whole strip in front of the restaurant was clear. when i show up the guy says this aint what we discussed. idk whats wrong
