I think the achievement itself is broken.

I purposely failed the 23 and 27 riddle and didn't retrieve the videotape, had my police rating at 100 and on the final day the captain asks to meet you at the Donut.

Once there he offers you a transfer to the motorcycle division. Accepting that should give the achievement, but it doesn't. I actually declined the offer on my first playthrough, so I have no idea how else it would be possible.

Well I just got the achievement. Seems that the riddle section is too far into the main quest to trigger it. This time I skipped calling Yablonsky between 11am-2pm, thereby failing the main quest and getting the Donut meeting on Day 21.

Had -90 ratings with the mafia and crew from not helping either of them much, but don't think that affects it.
