Suitcase Guy

On day 10 or 11, a crew member says at 1 p.m. from 625, a guy will carry and drop a suitcase to a place. The crew wants the guy tailed and the suitcase delivered to their pawn shop. I started waiting near 625 at 12.30 till 2 p.m. but the guy never showed up. Is that a bug or I missed him somehow?

He is very hard to spot, just check the alley near the pizzeria for the suitcase.
