The devs cut their teeth on This War of Mine, which has the same kind of controls as this - so that's probably why. This game doesn't need point-and-click as much, but they may just be used to it.

Shortcuts for anything else would make an already easy concept too easy to execute. The difficulty in the cuffs is managing stam then having to move the mouse down to actually cuff them, simulating having to do so with your hands in a way. If there was a shortcut for this, cuffing criminals would be insanely easy.
From the hundred or so computer buttons, I have to mash the same one for beat cop action. My index finger literally gets exhausted. Running is the worst.
