okay i know it happens at 4PM but i cant find that ♥♥♥♥♥♥♥♥ car. ♥♥♥♥♥♥♥♥.

The delivery thing was not there for me either. I think it might be a bug.

The cockroach thing went alright for me though.

i mean its even weirder bug that the car before hydrant being ticket and then the dude came before me i still ticketed him and didnt stop the timer. since it doesnt check if hydrant place is empty but if car in front of it was towed. atleast restart solved that but this isnt solved by restart. i tried it thrice

nobody on youtube was able to complete it and i looked at 4 different people. there is something weird here

Pretty sure a bug, I camped spot and no car to be seen but i might be blind ig.

I actually completed it after several attemp.
All i know is that i tried to check a bunch of cars' plate, and randomly found the right one.
Should be one of the van if i remember correctly.

I have tried this day a couple of times to figure out how to do this. This is what I did to complete this, but I'm not sure if all steps are necessary:

1. In the donut shop I refused to accept the donut package bribe (I assumed it was a bribe?)
2. After I got the info about the vehicle being a white van I have gone to the HiFi shop and the dude there gave me the information that the car will be there at 4PM (I think I could not get this piece of info before the dounts part)
3. At 4PM I camped in front of the pawn shop and the 'Report a car' button highlighted on my radio but I saw no van
4. I ran to the left to catch a shoplifter and came back, the VAN was there, the plates were matching, I reported the car and it was done

Yeah, you need to actually gather all the informations (Color, time) if you want the car to actually spawn there I think!
