Look, if you don't know the difference between what a Hacker or someone is that is using some Cheats in the Singleplayer Offline Mode of the Game then maybe, just maybe you just should keep your mouth closed and let the adults do the talking.

I sadly don't have yet an answer for your question but assuming that it was possible to disable EAC in Watch Dogs 2 too my wild guess would be that it should be similar in the Offline Mode of Tom Clancy's Ghost Recon® Wildlands.
Even if I would want to use Cheats, I would have to take off EAC which clearly won't effect you in any way, so the big question is why do you care either I want to play with or withtout EAC.
Assuming I do want to play without Wifi, I can't.
That's pretty much why I also awnted to know if It's possbile to disable EAC, but all the Kids around the forum just jump up while they see the word Disable and EAC am I right Tron?
If you are playing your Games in Offline Mode Ubisoft doesn`t give a damn about if you cheat the hell out of those Games or not.
All that Ubisoft is doing is trying to prevent that people cheat during Multiplayer Games and through that limit the possibility of buying something on their Online InGame Stores.
This is totally understandable in my eyes and I therefore have not an issue at all with EAC.
Rockstar Games does exactly the same with in Grand Theft Auto V so stop pretending that Developers/Publishers actually do care about if you cheat in their Games while being Offline.
Tom Clancy's Ghost Recon® Wildlands has an Offline Mode so everyone can enjoy the Game as they like, may it be with cheats or without those.
The question shouldn`t be here if Cheats are allowed or not but instead at what time we started to blame those that want to enjoy their Singleplayer Game Rounds in a way others might not enjoy the most.
If someone wants to run through the Game (while being Offline) guns blazing and blowing up everything that is in their scope with infinity ammo/armor who are we to dictate them that this shouldn't be allowed at all.
TLTR:
As long as it doesn`t interfere their after sale monetization plans Developers and Publishers do not care at all if you cheat in their Games while being Offline.
Reading stuff like "you want to cheat, lets prejudice, you suck" gives me some headache. Guys, just shut the f up.
People have their own reasons disagreeing with EAC's eula and tos. People in europe, especially germany, won't bend to the agreements of EAC (about the possibility getting everything, not only the game, captured/screenshoted and made public.) and the rootkit installation of its service.
OT: If you want to block EAC from accessing to the internet, and you don't care about the crappy multiplayer part, like me, then get comfortable with your firewall (e.g. Kaspersky Internet Security or BitDefender). You can block the entire EAC crap having access to the internet or even running (which I don't recommend, stick to the first one). Playing GRW since the release (pre-ordered with SP) and yet nothing kept ♥♥♥♥♥♥♥♥ around.
I wish Ubisoft would add the parameter-option like they did on WATCH_DOGS2.

EA Origin. You know that one? Their website said "We don't spy on you", literally. What did people figure out? Netpacket checking the Origin application, which revealed that it was sniffing and spoofing MSSQL Databases, checking executables like kaspersky, adobe, explorer and Co. sending information about those with outgoing and incoming traffic.

There are also documents about EAC posting private and critical data to their website, making YOUR stuff public. Search the internet for everything, not just the developer's website. Stop being that narrow minded and foolish.

1. EAC can´t be disabled in ANY modern Ubisoft game, there is reasons for this
2. It is possible though to "circumvent" EAC in local session (Offline), but not worth it
3. Those hoping 3rd party tools (like WeMod) might save the day.. only partially, Ubisoft reduced the usefulness between 2017-2020 by at least 50%

EAC does not kick you in Coop, unless you use active programs and/or temper with the files.
