Nintendo owns rights to Bayonetta 2.
And Sega owns the Bayonetta IP
Nintendo only has publishing rights.
Sega holds the most important card, without their consent, Bayonetta 2 won't be re released anywhere else but the WiiU.
No, Platinum Owns the IP of Bayonetta.
SEGA owns right to the 1st game but Nintendo owns Full rights to the 2nd game.
Nintendo has the Publishing and Distribution rights not to mention they full Funded the game development and without the help of Nintendo there won;t be a Bayonetta 2. SEGA didn;t bother to fund not help not gave a decision for the 2nd game.
♥♥♥♥♥♥♥♥♥♥ getting sick with so many messy information all over here and on Reddit since the IP is confusing who actually owns it because SEGA can't Publish Bayonetta 2 as Nintendo has full rights and the 1st Bayonetta game has many missing content as they were Nintendo Exclusive contents. Then we got who actually has the rights and say for a Bayonetta 3 because Nintendo and SEGA now owns rights to the Bayonetta but Bayonetta has not been release on any other platform besides the WiiU and reddit suspects it will only get a Switch Re-Released.
And no chance it will get a Nintendo Switch launch

Shortly after the release of Bayonetta, Hideki Kamiya discussed with Yusuke Hashimoto ideas for sequels and spin-off games from the title. Despite these discussions, Kamiya believed they would never release a sequel.[17] However, Kamiya's Twitter account later stated that he might release the sequel if Bayonetta sold well. Bayonetta 2 was revealed during a Nintendo Direct on September 13, 2012.[18] The game's Wii U exclusivity was met with complaints by fans of the original game; PlatinumGames producer Atsushi Inaba responded that Bayonetta 2 would not exist if Nintendo had not partnered with the developer to make the game.
"Would Bayonetta 2 not exist without Nintendo? The answer is yes," says Atsushi Inaba, executive director at Platinum Games. He tells Polygon that Nintendo, the sequel's publisher, was a key partner in getting the game made.
"We were looking for a partner to create Bayonetta 2 and Nintendo was a strong, cooperative partner that was willing to create and grow Bayonetta 2 together [with us]. As a result the platform became the Wii U."
Sega was responsible for publishing the original Bayonetta, but the company has since scaled back on the number of titles it publishes. Platinum Games and Sega's most recent collaboration, Anarchy Reigns, has not been published outside of Japan, a source of frustration for Inaba. He says he still doesn't know when Anarchy Reigns will be released overseas, as Sega has not offered him an update.
Basically if Bayonetta 2 wants to see the a PC Release, it is up to Nintendo Decision as they are the Publisher Rights to it.

And this is wrong too. Nintendo owns the publishing rights to Bayonetta 2 after PlatinumGames seeked out for a new publisher after SEGA commissioned it so. They went to Microsoft and Sony, both companies turned them down. Nintendo didn't sign for an exclusivity deal the same way they did with Sonic Lost World. Sonic Lost World continued to be published by SEGA in the US region, with the deal being that it'd be focused for a Wii U release. The exclusive contract has long since been cleared so they were able to release it on PC without Nintendo's consent. It's not the same thing with Bayonetta 2.
I keep having to use this example because it seems people WANT to be misinformed. Toejam and Earl. Everybody remembers that, right? The first 2 games were published by SEGA on the Genesis, and as such, SEGA owns the publishing rights to those games so they are free to release it anywhere they want. Like here on Steam:

However, they DO NOT own Toejam and Earl the characters. That belongs to Humanature Studios, and the new game Back in the Groove will be published by Adult Swim.

This is the best example I can use in terms of the situation that Bayonetta is under.
Bayonetta the IP = SEGA
Bayonetta 1 = published by SEGA
Bayonetta 1 on the Wii U = joint publishing between SEGA and Nintendo
Bayonetta 2 = published by Nintendo
And again, I'm not against the idea of Bayonetta 2 getting ported outside Nintendo platforms. It's possible for it to happen, but that involves SEGA needing to negotiate with Nintendo to see what can be done, but as far as things go, the chances are pretty minimal.
There's also Rodin playing Zelda on the Gameboy.

Do you guys also want me to screenshot the credit sequence in Bayo 2 where its explicit says that Bayonetta and all trademarks, likeness and etc belongs to Sega?
I think thats not necessary.
What isnt clear is what Platinum games own (if anything) regarding Bayonetta.
And Nintendo cannot publish anything Bayonetta related (including Bayo 2 outside of the WiiU) without Sega's approval.
This is quite "dangerous" as it can mean that the game can get stuck in limbo if the 2 companies ever disagree on anything related to the series.
Did the nintendo gamecube was cutted from Resident Evil zero? Nope.
Nothing needs to be cut, it would all really depend on Sega & Nintendo coming to an agreement (and having Zelda on Bayonetta is actually more free advertising for Nintendo, if anything else).
I still think the best bet at having Bayonetta 2 on PC is Sega coming to an agreement with Nintendo over porting Bayonetta 2 over to the switch & other consoles.
I say that because Nintendo & Sega WILL need to talk over if they ever want to put Bayo 2 on Switch.
Or maybe we get lucky and Bayonetta 2 comes to Switch + PC, in case nintendo whines about having the game on other consoles.

And it's not like they could easily cut that bit out, because the disk system passcode system that was designed to look like a Gamecube in the REmake was absolutely necessary to use to progress through the game.
The Nintendo references in Bayonetta 2 would definitely need to be cut if it appeared in other platforms outside of Nintendo. Free advertisement or not, it's not within SEGA's right to be displaying stuff they don't own.
