Anarchy Reigns was a heavily multiplayer slanted arena brawler, something that people simply weren't ready for back then,at least not on consoles, not least of all because console users have to pay extra for online multiplayer functionality.
Considering the prominence of PVP-only games on PC, it could make for a smooth transition.
No one would play that game beyond its new game lustre honeymoon period, and thus is a waste of HDD space (for its ho hum SP mode only). I'd prefer Fist of the North Star: Ken's Rage on PC, than AR...
