Fly Me to the Moon missing from OST?

So I'm looking in \extras\bayonetta ost, and I see 6 songs, none of which are Fly Me to the Moon. Was this intentionally excluded from the OST?

SO many exceptional tracks don't feature on the sampler. Understandable, being a sample and all, but I suppose it is odd that it lacks the 'theme.'
Acquire the full OST and prepare to listen to Fly Me To The Moon for the rest of your life. It's the most played song in my iTunes library by a long shot.

I got the Bayonetta Collectors Edition for the X360, it came with an audio CD of the ingame music, except that song. Might have to do with licensing issues as to why it's not included.
