Is the description right, as in can it block any attack when timed correctly, even Wicked weaves?

Yep, you'd be surprised how much attacks it can block. Even if you mistime the counter, Bayonetta will still remain safe. Perfect countering will not only subdue enemies, but it will trigger a very extended variation of witch time.

Probably mistimed her counter or wasn't fast enough to survive a QTE segment.

Keep in mind you can only equip 2 at a time. The third slot is exclusive to the Marionette aka automatic mode.

Good first picks are already hightlighted in the shop for you: Selene's Light is useful to get out of enemy combos for cheap, but I'd say the Moon of Mahaa-Kaala is better. The timing is rather forgiving, and you don't actually have to lose health for it to work.
