It may be partially based on your level, but I think it's also massively boosted by luck, and it's basically impossible to increase luck, unless you want to do the switch character challenge.
So, best put on all your luck boosting gear. :)
Because if it's based on luck stat mostly, it's a bit problematic unless one wants to spend about 5 hours switching in and out with IF in a battle with a weak enemy. :P
Also Use the Observer scope to see what stolen items they have otherwise you might waste your time trying to steal nothing from them.
This goes same for attacking Better Dmg and less likey to miss.
And missing enemies is a rare event unless your tec is low and their agility is high.
And going around behind enemies is very difficult to pull off in almost every single battle. :)
That said, the formula for stealing seems to be excessively low.
In practice, level seems to matter a fair amount, but even being quite high there have been some misses.
Direction doesn't seem nearly as important however.
Being endgame levels ish seems to be sufficient for stealing in general though.
