Develop it, you should have the basic material right now

i pretty sure you need steel braclet and some other ingredient so you can craft it via creation menu in towm.

1st of all Planeptune needs to have Industry investment of 5 (or 6 if i remembered it wrong) to see the plan for it.
2nd you need to beat Neplunker in Hyperdimension cus it gives you the needed item
3rd is kind of the bummer cus you won´t get Evonium until you are in the 3rd arc and invest in the last to "nations". (except from the one you get from Big nep during Verts Story Arc)
